Why does the USDA need night visions equipment? Will they raiding our farms in the middle of the night? This makes me even more uneasy than the guns for DOE. They are only looking for 3 total, but still. . . when does the USDA do inspection in the middle of the night?

What also bothers me, if you look at sipsey, is that some of these rifles and such are custome made. WHY? I have a hard enough time to have a special gun made (as the man is left handed) to specs via the regulations and these Agencies are having them made to "illegal" standards in some cases.
Good thing I have some friends who can make things... if need be.
I'm sure its all perfectly innocent ;)

The gun thing for the DOE IS disturbing - I tried to think of a reason, but nope, I got nothing.
The night vision goggles? I can see those being used to see/watch/observe animals at night in terms of behavior etc., so maybe not such a stretch there.
