What is a cloture? From Govtglossary;
The procedure by which a filibuster can be ended in the Senate. Cloture requires the signatures of 16 Senators and the votes of three-fifths of the entire Senate membership.

A delaying tactic of unlimited debate, used only in the Senate
So what does this mean? When a cloture is invoked all debates stop, no amendments are allowed to be added and the bill moves on. In this instance the cloture was not invoked. This is good for us. We still have time to write, call and fax our Senators and tell them that we disapprove of NAIS.
